This role will be responsible for identifying new business opportunities, leading techno-commercial proposals, supporting contract negotiations, and developing strategic client relationships.

The position focuses on expanding OCS’s footprint in Operations & Maintenance, Asset Integrity Management, Shutdowns, and Brownfield Projects.

We are seeking a dynamic and commercially focused Technical Manager to support the growth of our Refinery and Asset Integrity business portfolio.

What You Will Do:

In this role, you will:

Business Development & Opportunity Management

  • Identify and evaluate new business opportunities in Refinery Operations & Maintenance, Shutdowns, Maintenance Services, Brownfield Projects, and Asset Integrity Management Services (AIMS).
  • Monitor market trends, tender opportunities, competitor activities, and client requirements.
  • Develop and implement growth strategies for targeted customers, industries, and geographic regions.
  • Build long-term business relationships with refinery operators, EPC contractors, and Oil & Gas clients.

Proposal & Tender Management

  • Lead the preparation of RFQs, RFPs, RFIs, technical proposals, commercial bids, and cost estimates.
  • Coordinate with engineering, operations, procurement, and finance teams to develop competitive proposals.
  • Conduct risk assessments, pricing evaluations, and bid strategy reviews.
  • Ensure compliance with client specifications, technical requirements, and contractual obligations.
  • Drive bid submissions from opportunity identification through contract award.

Contract Management

  • Support contract negotiations, pricing discussions, and scope finalization activities.
  • Review contractual terms related to liabilities, warranties, KPIs, payment terms, penalties, and HSE obligations.
  • Monitor awarded projects to ensure commercial performance and profitability objectives are achieved.
  • Provide contractual guidance to operational and project execution teams.

Technical Support & Asset Integrity Strategy

  • Develop and promote technical solutions related to Asset Integrity Management, inspection, reliability engineering, maintenance optimization, and CMMS-based digital solutions.
  • Support the development of maintenance philosophies, execution strategies, and manpower plans.
  • Promote reliability-centered maintenance and lifecycle asset optimization initiatives.
  • Review technical specifications, maintenance plans, and shutdown strategies to ensure operational readiness.

Client & Stakeholder Management

  • Build and maintain strong relationships with refineries, petrochemical companies, EPC contractors, and strategic partners.
  • Present technical and commercial solutions to prospective clients.
  • Coordinate with internal stakeholders to ensure smooth project transitions from sales to execution.
  • Understand client operational challenges and propose value-driven solutions.

Financial & Strategic Planning

  • Prepare business cases, budgets, forecasts, and financial evaluations for growth opportunities.
  • Analyze cost structures, profitability, margins, and return on investment.
  • Support annual business planning and long-term strategic growth initiatives.
  • Contribute to revenue growth, market expansion, and profitability improvement objectives.

What We Are Looking For

  • Qualifications: Bachelor’s Degree in Mechanical, Electrical, Instrumentation, or Chemical Engineering.
  • MBA preferred.
  • Experience: 10–15+ years in Refinery, Petrochemical, Oil & Gas Operations & Maintenance, Asset Integrity, Maintenance, or Business Development.

Technical Knowledge

  • Strong understanding of Refinery Operations & Maintenance, Shutdowns, Asset Integrity Management, Maintenance Strategies, Reliability Improvement, and Brownfield Projects.
  • Experience in bid management, cost estimation, pricing strategy, contract negotiations, and risk analysis.
  • Familiarity with API, ASME, ISO, HSE, PTW, and refinery operational compliance requirements.
  • Understanding of CMMS platforms, maintenance planning, and lifecycle asset management.
  • Strong commercial and financial acumen with a focus on project profitability and sustainable growth.

  • Frequent travel may be required to client sites, refinery facilities, project locations, and the Mumbai corporate office.
